California residents could face $500 a day fines for taking long showers
We all know that California is in the midst of a serious drought but because of this Governor Jerry Brown has just announced he is taking drastic action–residents of his state could face $500 a day fines if the state determines they are taking showers which they deem are too long. Here is more:
“This executive order is done under emergency power. It has the force of law. Very unusual. It’s requiring action and changes in behavior from the Oregon border all the way to the Mexican border. It affects lawns. It affects people’s — how long they stay in the shower. How businesses use water.”
This leads to the obvious question; how does the state know how long people are in the shower? But the answer is a simple on in today’s United States of America:
Brown said to enforce his order, “Each water district that actually delivers waters — water to homes and businesses, they carry it out. We have a state water board that overseas the relationships with the districts. Hundreds of them. If they don’t comply, people can be fined $500 a day. Districts can go to court to get a cease and desist order. The enforcement mechanism is powerful. In a drought of this magnitude, you have to change that behavior and you have to change it substantially.”
I understand that desperate times call for desperate measures and I understand that people in California should use common sense in regards to water usage but using Executive Orders under emergency power in such an intrusive manner leads one to wonder how far, and on what other possible issues, what is next an enforced State Select water heater? Could the Federal government go at some time in the future in an attempt to control the behavior of the people for purely political reasons. (And let us not forget that there are reports the drought is actually a man-made disaster.)
After all, the Department of Homeland Security is in the process of trying to implement a policy which would allow them to track vehicle movements across the nation and the Department of Injustice is already tracking the movements of millions of Americans; could the global warming crisis also be used to limit the amount of travel American citizens make per year? Or am I just being paranoid…

Steve, I don’t think you’re the least bit paranoid.
Now, I live in California, Los Angeles in particular. Being a cheap s.o.b. I’ve been keeping my water consumption fairly low. My lawn died years ago and there are literally only 6 plants in my garden that I try to keep alive.
So, tell me how I’m going to achieve a 25% reduction in water consumption? If I’d been watering my lawn all this time, would be easy. As is I’m actually kinda worried.

Remember what the darling of the left, Rahm Emanuel says, “never let a crisis go to waste”. Yes, we have a very bad drought. But we are still building lots and lost of houses, which itself uses water, and more water users, and lots and lots of commercial. Not to mention millions of new users, legal and illegal coming in. And don’t forget the thousand of acre-feet of water dumped out of our dams for various other stupid reasons, and all the small dams that have been destroyed in the last 10 years for “habitat”. It is one thing to fight against a new damn, but to destroy what we already have is insane i.e. California.

Very good article, but nothing I haven’t know since my environmental studies class at college in 1974. Yes, California is considered an arid region, but we had the great Sierras to store water (snow) for us, and dams to store that water to the point were we just increased the height of Folsom Dam for flood protection. And we had millions of years of water filling underground aquifers that we pumped. But politicians made good money selling California in good times, and now they will make good money taking control of everything they can.
So, as the rest of the nation eats our almonds, remember EACH almond needs 1 gallon of water. so that is 2 almonds to flush a toilet, and about 15 almonds to shower off the daily grease and grim.

Frankly Laura, most Californians didn’t know either. 80% of our water goes to agg. But as we look for scapegoats, facts are coming out, and BTW cashews are almost as bad. Row crops like tomatoes, corn, rice, sunflowers and such can just not be planted. Skip the season, take the loss, and sell the water. But orchards, with 5-10 years needed before the first crop is ready need to be maintained, and that includes grapes and our enormous wine industry. So before we want everyone to stink, kill their lawns, don’t flush, and empty pools, remember we are only talking about 20% of the total.water used.

The lawns and pools seem like a no-brainer. However, we do have to balance this with preserving our freedoms. Maybe the government should put people ahead of a fish??? That seems like a no-brainer, too.

The drought is not man made, but the water waste and stupidity of the power elite control freaks is. The southern half of Cali has always been arid. Add to that endless growth, stupid mater management, like water starving crops for fish, and people using drinking water to grow water hungry landscaping and what you have is a shortage of available water. The problem is that moon beam et al, including the media,start throwing around the DROUGHT word trying to keep the public focused on the wrong issue. That is the excuse for stupid acts of government to take another (huge) bite of our freedom and test the waters of public reaction if you’ll pardon the pun. If the fools were serious about water they could take positive creative steps to solve the situation. For example, encourage the use of and remove the regulatory hassles for grey water systems. Since Cali does not have down stream rivers to return river water to, say like towns in Colorado, grey water could be used To cut water waste. It can be used for lawns and plants and less sewage would be treated and dumped into the ocean. Also, the act of putting in a grey water system makes users more conscious of their water use. It would also stimulate business and provide more jobs. All things that Gov Moonbeam stands against. If Cali lies down and takes this one, you can bet the rest of the power suckers nation wide will sit up and take notice.
Stay strong, and go out and befriend one liberal lemming today, convert them to the truth, and change the country.

Flooding, drought, no electricity, then we have it. Natural gas crisis, now it is cheap. I am a big believer in breaking up the state. Maybe not 5 states like the last election, but at least 2. Not north and south, but left (west) and right (east). Funniest thing in the world would be a flood next year.

It sounds to like there are things that can be done right now to help, but people(?) government(?) are not being smart about this.
I live on Lake Erie, so I will always (fingers crossed) have an abundance of water. I don’t know what it’s like to live where water is scarce.

So Steve, what are you on the E cost going to do about our drought? It’s not a mystery, for whatever reason, a huge strong high pressure system has parked itself above Nevada/SoCal and has stopped the rain that always came from the west going east over CA and dropping its’ rain in front of the Sierras.as the clouds have to rise over them. This high pressure system caused the rain to go north, make a 3k mile u-turn over Canada, and dump our frozen rain on your heads. If Moonbeam is right that this is permanent, then the high pressure system has to stay permanent, and your record breaking winters will be permanent. Thus, what are you going to do out there about climate change?

It seems to me, from a good deal of additional research beyond both your post and the breitbart piece it links to, that the Governor is implementing a requirement that Californians reduce their water consumption or face heavy fines. He did say that the action affects residents in many ways, including taking showers. His order, though, doesn’t impose a fine specifically for taking overly-long showers.
It’s a serious issue, Steve, and it deserves better, especially from you, than being sensationalized. You don’t need the clickbait.
Dr. Jeff raises an excellent point — how shall conscientious people who’ve already acted responsibly to conserve water find another 25% to cut? The order seems to make life tougher for them. The wastrels will find it far easier to cut.
I’m also disappointed that the doesn’t seem to be any imposition of responsible limits on the energy industry (fracking) or agriculture (though that may require more research and debate). From what I understand, it takes a gallon of water to produce a single almond — which means that each three requires thousands of gallons annually.
I also read a stat recently that said that agricultural water use far outstrips agriculture’s share of the California economy.
It appears that the people of California are being ordered to sacrifice (not asked, but ordered) while the other groups that use water are being allowed to continue on a “business as usual” basis.
I’m sure Governor Brown and his advisors put a lot of thought and effort into this, but on its face, it appears to punish Californians to subsidize business interests.

Well TGY, you can see that as a Sacramento resident, I am at the heart of the political and agriculture industry of California, and if you read my other posts, you will see where I talked about the 20/80 split between domestic and agriculture use. My insurance has shot up because I have to have flood coverage, and the Army Corps of Engineers just raised the levees for flood control. For my last 60 years, there has been enough water. Now there isn’t. Which future do we plan for? I restore Sacramento’s “Victorian” houses for a living.They were build from 1880-1915 when climate change meant a changing climate, and they were build from Douglas Fir lumber taken from the CA, OR, and WA coast range. I carry a piece of 2×4 from one of the houses because the growth rings clearly show alternating periods of dry and wet years. There are reports from Indian tribes where the entire Sacramento Valley was covered with water from the Coast range to the Sierras. So it is clear that water management is essential, including water storage-a term hated by the environmentalists. There is nothing less transparent than government transparency.

TGY, I don’t think my headline qualifies as click baiting. The Governor did say long showers were one of the things which could be fined so I think the headline is okay.
I also read about how much water it takes to grow an almond and when Brown was asked about this he said that some people have a right to more water than others:

So I agree with that aspect, some are asked to sacrifice while others are not.

Steve, I don’t think it was click baiting either. Earlier I posted a single suggestion for reducing domicile use, grey water. That is only one of hundreds and was meant in lieu of control freaks jumping up and down on the backs of residents as political posturing. Here are a couple of other suggestions and facts. All through the growing region of Cali, hundreds of farms have returned to arid desert. They have been given only 1/10th of their annual water. The moment someone starts talking about rights in connection with anything but the Constitution, look either for innocent ignorance or someone trying to do something to someone else. Some one who steps up to the plate with the argument that agriculture uses more water than is their rights not dealing with a full deck, intentionally or otherwise. Here is a fact. 70% of the rainfall in Cali runs into the ocean. The EPA has stopped any new reservoirs from being built for years. Farm water that could be used is lost and diverted for smelt. If any one was truly concerned, they could put some smelt in a nice aquarium at one of the zoos and release them back when Cali hits another wet cycle. This EPA is not about the environment but about control. There are many, many people ensconced in the halls of power who believe that all food production and distribution must be controlled to achieve their utopian goals. Control of food is one of the major planks of the original Communists, who have morphed into the current power control freaks by whatever name they call them selves.
If the Californians would grow a set of stones and tell the EPA to go pound sand. then put their own politicians on notice that they either fix the problem or they will be fired, they could solve their own problems in short order. But now I sound just like a Californian who has been at the happy smoke. Nothing will change until the people have reached their utter limit, and for the left coast that hole seems bottomless.

I’m sorry Steve, I was too cleaver for my own good. That is a famous quote from the 1973 movie “China Town” which was about the corrupt behind-the-scenes power dealings involved with getting water to SoCal. So the line was shorthand for corrupt power. Pretty much what we have today.

On the one hand I see small-time entrepreneurs making and fitting 55-gallon drums and related materials to collect and store rainwater, which I see as highly responsible from financial and environmental perspectives.
Then I read about states enacting legislation that severely limits people’s right to collect and store the rainwater that lands on their property, for reasons I think are more related to protecting the financial interests of the well-entrenched, as you point out above.
This is problem we all must face, and I think our governments at all levels should be encouraging individual actions like harvesting and using rainwater and grey water, etc., instead of trying to stifle initiative.

But the fact is that winners and loosers are always selected by the ruling class, and when it comes to the water issue, the stakes couldn’t be higher. As the darling of the Progressives says, “don’t let a good crisis go to waste”, and I guarantee, Moonbeam and the left won’t.
Since there will be a lot of loosers, I don’t think it is unreasonable for the people who shouldn’t be here in the first place be in the group who doesn’t get served. Thus, any agency adding to the illegal burden the state faces shares responsibility for adding to the problem. I think there needs to be a building moratorium statewide, right away. That will hurt my group i.e. builders, but I don’t think we have any obligation to those who aren’t here yet. We don’t have the water for the buildings we do have. An instant stop to the stupid bullet-in-the-brain train. Not a drop of water or a penny of tax dollars wasted on something so unnecessary. The only alternative to rain water is our ocean. Desalinization is possible but with electricity. Nuclear power is what we need for that.
The tax payer will loose no matter what, but who else will loose remains to be seen.

Futuret, I see God’s children, our brothers and sisters, fleeing a potentially life-threatening situation and coming to us. If we’d been less irresponsible with the resources our Heavenly Father’s entrusted to us, we might have more to share, but simply to slam the door in their faces is unChristlike.
Bruce, in the same vein, nuclear energy is something God placed within our reach, and He blessed us with enormous intelligence to harness it. What went wrong in Japan and the other places there’ve been accidents, I don’t know precisely, but it’s irresponsible to claim that because there was an accident, we ought not to forge ahead to develop and introduce new, more efficient nuclear plants with more effective safeguards.
God blessed us with a planet full of resources to develop and share among all His children, not to hoard and use to maintain control over others. Likewise, many of those resources are great tools, albeit dangerous. Nevertheless, we ought not to cower in fear from them, whether they be nuclear power or plants with medicinal properties, like aloe vera and cannabis.
