Obama’s Stimulus Will Undo Most of the Welfare Reforms of the Last 20 Years

Now that the stimulus bill has passed and it is too late to do anything about it we are starting to get stories like this one that claim that President Obama’s stimulus plan is going to reverse the welfare reforms that President Regan and President Clinton put into place, these welfare reforms got people off of welfare and made them functioning contributors to society instead of the drain that they were.
RONALD REAGAN started it, Bill Clinton finished it and last week Barack Obama was accused of engineering its destruction. One of the few undisputed triumphs of American government of the past 20 years – the sweeping welfare reform programme that sent millions of dole claimants back to work – has been plunged into jeopardy by billions of dollars in state handouts included in the president’s controversial economic stimulus package
I don’t think that the welfare reforms went far enough in the first place, but now even those reforms are gone, or will be soon, replaced with programs that will encourage people to return to the government mammary for a free ride. But that was Obama’s goal all along.
Robert Rector, a prominent welfare researcher who was one of the architects of Clinton’s 1996 reform bill, warned last week that Obama’s stimulus plan was a “welfare spendathon” that would amount to the largest one-year increase in government handouts in American history.
And it gets worse, just look at this projection:
Douglas Besharov, author of a big study on welfare reform, said the stimulus bill passed by Congress and the Senate in separate votes on Friday would “unravel” most of the 1996 reforms that led to a 65% reduction in welfare caseloads
Obama has, with the help of a lapdog Democrat majority and three despicable RINOs, undone what could be considered the only good thing that President Clinton accomplished in his eight years in the White House. Welfare cases dropped 65% after the reform bill of 1996 was passed and now Obama’s plan will undo most of it.
Call me stupid but I always thought that the least amount of people living of of government handouts the better. I always thought that the more people who could fend for themselves the better. I always thought an independent minded people made a stronger and more productive nation, but that is not what this president wants, he wants as many people dependent on government as possible and with one bill he has undone most of the hard work of the last twenty years that was aimed at getting people out working for themselves.

Perhaps you aren’t aware of this, but when the unemployment level falls to about 8%, the government and the Fed work to push the unemployment level back up again – because otherwise it gets too expensive for businesses to operate.
(This isn’t some leftist conspiracy theory – they are completely open about this, and the capital markets move accordingly when the unemployment figures come out.)
So you should be aware that one person in 12 will be out of work at all times, no matter how hard they try to get work – and if they get a job, someone else will have to lose theirs.

Sir, you mistake me for a member of the military-industrial complex: I’m no Clintonista.
While Mr. Clinton did an awful lot better than Mr. Reagan, I agree with you that if you really took the SSI raid into effect, Mr. Clinton’s tenure would work out somewhat in the red (but a tiny amount, nothing compared with Mr. Reagan’s ledger, and even less compared with the astonishing drunken-sailor amounts spent by the departing Mr. Bush).
The point is that *it’s ridiculous to complain about Welfare if the government is going to deliberately and publicly keep one man in 12 unemployed as an instrument of economic policy*.
It’s one thing if this guy is sitting on his ass, watching TV and chugging Bud. But I’ve known people of all walks of life, lots of poor people, and the unsurprising fact is that nearly everyone wants a decent job so they can work, go out to the movies on the weekends, have a family and a reasonable place to live. Sure, there are hard-core anti-socials, sure, there are people who are too dumb to employ, but they’re a tiny fraction of the population.
The fact is that the government and the Fed openly keep the unemployment rate above a certain amount to keep wages competitive. I’m not even saying this is a bad thing! It might well be the logical and best thing for the economy. But IF we’re going to do this, we should admit that there’s no stigma associated to that 1 man in 12 who isn’t *allowed* to work, and at least give them enough to live frugally, and in dignity – particularly since this money is tiny tiny tiny compared to the astonishingly huge amounts given to failed bankers by the bailout, or wasted in no-bid contracts given to companies owned by, say, our recent Vice-President…

According to the “Bureau of Labor Statistics” if you average out the annual unemployment rate from 1948-2007 the number comes out to 5.5%.
If you average out the unemployment numbers from 1980-2007 the percentage jumps to 6%.
You claimed that when the unemployment rate falls to 8% the government takes measures to raise the rate back up but since 1948 the average unemployment rate is already much lower than 8%.
Since 1948 on three times has the unemployment rate been above 8%; 1975-8.5%, 1982-9.7%, and 1983-9.8%.
If the government is puposely trying to keep the unemployment rate above 8% they are doing something wrong. Not that it is surprising to see the government doing something wrong.

I disagree with you here. It is never ridiculous to complain about welfare, especially when the government is fostering it because there is an underlying issue that is being ignored here. It is not the job of our government to engage in welfare programs. We the people should be taking care of those in our community and families. In addition, we should each be doing what is necessary for our own survival. Remember the Horatio stories at school/college?
When government gets into the welfare business, everyone looses. And not just work but liberties and freedoms as well.

Let’s look at our two nearest neighbors, shall we?
In Canada, there’s a strong welfare system, socialized medicine and the like. People live longer, are healthier, the government spends LESS per person on health care than the US. Also, the economy is healthier than here – and not one bank collapse.
In Mexico, the safety net is even worse than here. People literally die in the streets. Hundreds of women have been abducted and tortured to death in Ciudad de Juarez and the government does nothing.
Where would you rather live – as an average citizen? Would you rather live in poor Russia (a completely free market economy where old people starve) or rich Finland (a social democracy that’s otherwise geographically and ethnically similar to Russia)?

Anyway, I am an American and I believe that I have the absolute right, freedom and ability to provide for myself, to make my dreams come true. I don’t need or want government interference. I left home a long time ago and I don’t need to be mothered or nanny’d in order to succeed in my life. Socialism is the easy and cowardly way out!

The “1 in 12” number is one in 12 of the people who are actually in the job market – “one worker in 12”. But let’s not use those numbers then.
Let’s use the Bureau of Labour statistics, it makes no difference. When these unemployment numbers hit a certain low value, the Fed will tighten credit, raise interest rates, in order to decrease an “overheated economy”. I worked on Wall St for many years, traders trade to that unemployment number every time.
The capitalist US government forces there to be a certain level of unemployment, in order to keep the wages of workers from rising greatly and making companies uncompetitive. And this is probably a good idea, though you can certainly have serious disputes at what level you should stabilize this rate. Capitalism has certainly shown some serious problems in the last year or two but it’s at least a somewhat reliable mechanism of distributing labour and materials in an industrial economy, much better than centrally planned economies.

What harm did any Iraqi ever do to the US – before their country was invaded?
Some of these people might be terrorists, almost certainly are. But look at the evidence:
– the US has admitted that these are torture camps, and that innocent people have died as the result of injuries sustained during interrogation at these camps (what we liberals call “tortured to death”).

– many people have been released from the death camps after years without ever having been charged with any crime or having a day in court.
– almost none of these people have gone back to “crime”. the recidivism rate is lower than any American jail.
Again, I urge you to search through all the information about Dilawar. There are scores like him but this one is particularly gross. They picked this poor guy up, a taxi driver, because his name *sounded like* a famous generals.
Long before he died in custody, they’d already realized they got the wrong guy. But they tortured him to death anyway.
Again – Iraqis never did anything to Americans before the Americans invaded their country. 9/11 was done by the Saudi Arabians – Bin Laden was Saudi, 16 of 19 hijackers were Saudis, Al Qaeda is funded with Saudi money. Not one Iraqi was involved in the execution and planning of the crime.
And yet you feel you have the right to toss Iraqis into concentration camps and torture them without ever charging them with a crime.
3000 Americans died in 9/11. 4000 Americans died in Iraq. Well over 100,000 Iraqis have been killed in the war – millions injured, displaced, homeless.
And why? What did Iraq ever do to us to deserve such misery? Who’s the war criminals here?

Ashamed? No. I will never be ashamed of our country. And I never knew anyone who could not get a job if they wanted one. You should be ashamed to let the government “take care” of you. Do you want someone telling you what to do? What my Dad used to say when we were little is true of the “gubment’—- ” I pay, I say…” If it’s OK for people to make a living off the government without working, it is fine for the government to control you. Bully for you, but I know people in Cleveland, Detroit, strong workers, people who’ve worked hard all their lives, often in their 50s and, I suspect, will never work again. There are people like this all over America.
I myself have never taken a penny from the government in assistance – nor did I have a rich family – and I’ve got a million dollars or so in the bank that I earned. But I was very lucky, I have a very marketable skills. I know all sorts of people, people who are smart and want to work, who either work very hard for almost no money.
Take my next door neighbor, not a bright guy but an incredibly hard worker (now he’s unemployed, he cleans the entire apartment building from top to bottom every day).
In his last job, he was cheated of overtime for over a year, was literally robbed on each paycheck (I went through his pay stubs). Finally, one of the overloaded shelves in the safety nightmare where he was working fell on him and broke his back. He mostly recovered, but can never lift heavy things again or he might end up in a wheelchair or die.
It turned out that the place he worked had a record of safety violations as long as my arm – my friend was lucky, one man lost all his fingers – and have been systematically looting money from the paycheck of each worker there for years.
Yet the people who run the company have so far managed to avoid any consequences for years and even as the evidence mounted, they’ve so far avoided actually getting nailed (their contempt for the system is such that half the time, they simply don’t show up to court at all…)
Stories like this are repeated all over America. You are very privileged if you don’t know anyone in this country who hasn’t known want, who hasn’t been brutally cheated by their employers and left in poverty.
The number of innocent deaths caused by the US government since WWII is starting to approach the number of deaths in the holocaust. What, exactly, did any Vietnamese do to an American before the Vietnam war to justify killing two *million* of them?

I am ashamed that the politically correct culture in America prevented us from fighting the war the way that is should have been fought. We have tied the hands of our soldiers by not allowing them to fight to the utmost of their capability.
These prisioners were captured on the battlefields, like it or not they are POWs and enemy combatants. As such they should be held until the wars conclusion. (PS how come Obama hasn’t ended it yet, if it was so wrong).
Many of these people once released were recaptured on the battlefield once again, after propably killing more Americans. If we were allowed to fight this war to win it in the first place it would have been over long ago.

Completely innocent people tortured by “America”? I don’t believe that. I just thought of that this morning, S. Obama saying, “16 months, end the unjust war, start troop withdrawals soon”, blah blah blah. Now 30,000 more troops to Afghanistan? Now I’m beginning to understand the “change” in his mantra. Again, go take a look at what the White House claims is the recidivism rate – it’s a heck of a lot lower than people coming out of a US prison – and the US claims people are “terrorists” for doing nothing more than writing a New York Times article.

Your Mr. Bush had complete and utter control over the country. Go back to the start of the war. Only one major newspaper in the entire country was against it and NONE of the networks. Bush controlled Congress, the Senate, the Supreme Court. He was also determined to rule as if the opposition didn’t exist. Every hint of a suggestion that this was not the right thing to do, that this would cost trillions, was completely ignored.
So who stopped you?
The answer – no one. Bush took absolute power, more than any President until now. *You completely failed on your own. Like your George Bush, you’re incapable of taking responsibility for you own failures. Bush failed on everything – 9/11, the anthrax, Enron, Iraq, Afghanistan, Katrina, the housing crisis – the list is endless – and all you can come up with is excuses, blaming everyone else except yourself.
And WHY DIDN’T WE GO AFTER THE PEOPLE WHO DESTROYED THE WORLD TRADE CENTER? Within six months after 9/11, Bush was saying, “I don’t know where Bin Laden is, and I don’t care.” Not one Iraqi was involved in 9/11 – so says the FBI and the CIA, anyway – 16 of 19 hijackers were Saudis – Bin Laden was a Saudi – the money for 9/11 was Saudi.
What, exactly, did the Iraqis ever do to the US to deserve having their country destroyed? Why did we completely forget about 9/11 and Bin Laden? Would John Wayne have done that, or Winston Churchill?

Maybe we should all start having independent town hall meetings and start leaving the two major parties OUT of them. I think it is time for a new party. I for one have been a swing voting middle class idiot for years. We (middle class) …and working poor (by that I mean too struggling to go to collage and get a future. …and just surviving so you don’t qualify for any government assistance…have been bitch slapped by the very wealthy corporate sponsored bunch that loved the Bush years (until now)……and now I am scared the Obama loving bunch will slap our other cheek and breed a lot more parasites that will have their own party and finish what is left of of whatever was ever good and kind and sensitive about our culture. With all due respect, you are discussing the last eight years – when the Treasury has been repeatedly looted, when the government has argued repeatedly that we need to run torture camps, where diplomacy has been erased. I don’t think Obama will do as badly as that – but at the same time it doesn’t look like he’s going to make any progress either.
The US needs openness in the financial dealings of its government. People like Dick Cheney should not be allowed to make a billion dollars from massive, inflated no-bid contracts with the government.
Stop these endless wars of aggression for no apparent reason (what did the Vietnamese do to us? What did the Nicaraguans do to us? What did the Iraqis do to us?), stop the mindless, uncritical support for Israel (don’t stop support for Israel altogether – but impose honesty and forbearance on them), revamp the Armed Forces to place much more emphasis on a smaller, high-tech, fast-reacting “international police force” who can respond to events in a few hours, not a few *months* as it took the Bush government between 9/11 and the time they finally went after Bin Laden.
The Democrats are spineless, inactive – but the Republicans are actively incompetent at running the government, and are evil thieves to boot. I’d choose King Log over King Stork any day, but can’t we actually get some competent people in charge?

I guess I was too harsh on Obama in my last post. I watched his speech tonight and I was impressed when he encouraged young people to take responsibility for themselves and graduate from high school…..and that their country needed them . VERY TRUE! Our country needs all of us to do what we can. I am a true believer in parents taking a vested interest in their child’s abilities. But girls in ghettos owe it to THEMSELVES not to get pregnant out of wedlock and make every effort FIRST to think of themselves as individuals first ,and mothers a while down the road.. It is their ticket to freedom. Are their mothers away and too busy or tired to keep their daughters away from guys in school that just want in their pants…….if they could ask these girls THIS QUESTION…”What would you like to do with your life for you?” Surely somewhere they were inspired to think outside the box of their neighborhood! (I am sorry I called you hoochey mamas) I can’t begin to understand the vicious cycle welfare” queens ” and their children find themselves in or WHY they would even want to perpetuate it down to the fourth generation…but if they would break this chain they would find the men would begin to follow suit. 1. the most common person on welfare in America is a WHITE single mother.
2. the Republicans have systematically prevented kids from learning anything about birth control, and demonized the kids who did manage to learn anything about it.

Tom…. I guess I have to acknowledge your first FYI response to me. I grew up in a poor white neighborhood … where I was able to watch first hand everything that went on there with some poor white girls. What usually happened there was black fellas from across the tracks….(LITERALLY) got these girls pregnant and their babies were black. I knew some of these girls as a teenager. They thought it was sheik and told me that black social workers would HELP THEM MORE if the baby WAS BLACK. ….. Go figure what was going on there. ….. Could it have been a form of blacks only supporting THEIR OWN? The notion is … that blacks only seem to be concerned about their OWN race’s advancement ,……… NAACP, The Black Caucus, their various charities…. Black celebrity’s concern for Africa ……over poor whites in THEIR own nation…. I just think these folks should begin thinking outside the box of black ethnic obsession and try to understand how that looks to a poor white person, especially when it is a well off black American that has been given loads of sympathy from white America!!! Nothing is wrong with protecting your health , EVEN if you are busy ROTTING your values and your soul if you believe you have one. But I am not sure even condoms are gonna protect people from the diseases coming. IS it a plot to wipe out the population? No. It is just viruses finding an opportunity to take advantage…… of hapless humanity….

You have this weird obsession with race. You should really look into that. Consider a map of the US. Vast areas of the US are a) poor b) have a lot of illegitimate kids c) have NO black people to be seen.
The issue isn’t blackness; it’s poverty. Poor white people behave remarkably similar to poor black people – and there are an awful lot more of them. Poverty is the cause. Your average black person is more likely to be poor, therefore more likely to e.g. have children out of wedlock. If you look at people of the same socioeconomic class, the pregnancy stats are close to identical between blacks and whites.

Google “black philanthropists” to see if you’re right. I’d also add that since so many white people like yourself have deplorable attitudes towards black people, they’d be a bit silly to give money to people who hate them.

Well, Tom ,…… just because I wanted to tell the truth about what I really saw in my neighborhood growing up…..well that doesn’t mean I have a deplorable attitude or a weird obsession about black people!!! That is funny! But I DON’T think white people have the market cornered on deplorable attitudes towards other races! Many white people say out there that black people are REALLY the ones that are obsessed with race(THEIRS)!!! AND only their own problems. Why do white people give money to people that hate them? I guess they have never been the victim of a black hate crime on a white person. GUESS WHAT… It happens . It happens . No one ever talks about this on T.V. In the end if you want real reconciliation , ALL parties need their chance to be heard. Is it fair to intimidate a person for speaking their own truth even if it seems to foul up the works? There seems to be a real problem with “double standards” here!!!!….hummm. White people get tired of being muzzled with accusations of this and that . Double standards stink . And white people have really been there with black people in civil rights marches, etc. Is there given some credit where it is due! !? Do I have a deplorable attitude? Do you really know me at all? Now I’m sure I’ll be critisised for trying to be just a little courageous in “stepping out” and discussing race, like the new Attorney General has challenged us all to do.
There is a famous old poem, “The Poison Tree” …here is a line from that poem… “I was angry with my friend, I told my wrath… my wrath did end ……. I was angry with my foe, I told it NOT….my wrath did grow. Good grief what are poor white people to do? IF you want peace, work for justice , I have heard. As far as the STDS go… I wonder if someone WAS feeding the man a line who claims to have gotten this “message” from heaven! But you mention black men impregnating women in each of your posts… which has nothing to do with the main subject.

I had a ton of far-right-wing friends predict just that 15 years ago – because Clinton came into power. Then we had eight years of peace and prosperity. Bush came into power – and they shut up – just as the worst of the damage was being done.
Again, please note that no black person brought down the World Trade Center. No black person headed the companies that robbed trillions from the Treasury with bailouts. While there were a few black people involved in the Bush government, the final “decider” was extremely white – and there were zero black Bush government officials involved in finance and commerce.
Blacks are 20% of the US population. They are a much, much smaller percentage of the people in power. For centuries now, the people who rule the US have successfully played off the various factions of poor people against each other – and you keep buying it.
The problem is not black people – the problem is the incompetent criminals running the country. Get over this “black people” thing – if you’re so strung out about it, move somewhere where there are no black people, you’ll still have exactly the same trouble.
Again, I note that this article has nothing to do with black people per se – unless you think that any article about, say, George W. Bush is “about white people”. You’re simply obsessed with this topic, and particularly the idea of black men impregnating white women. If I may be so bold, you should simply take a black lover and get over it.

You know, ….. I have never been wealthy, … I have NEVER hung around with “right wing” people making apocalyptic predictions about the future,…….and I have NEVER listened to radio talk people like Rush Limbaugh. I am not an evangelical.(in case you thought I was) I only commented on what I saw in my own neighborhood as a youth. If people want to date outside of their race that is THEIR business. But when women of any race give birth to a child of any race NOW thinking our government will be there to give them a safety net if they themselves cannot support it …. well, how smart is that? Children born into poverty are not EXACTLY society’s problem here, even if the cards are stacked against them. I was poor growing up. Other people have been poor growing up and have turned out alright. I think a lot of the problem is the NEIGHBORHOOD itself., the “community” , And it DOES make a big difference IF there are two parents that are very involved ….. usually that involves a dad that sticks around. I want to share something that DOES hopefully satisfy the “article’s” requirements. In the early 1960’s ,about 1963 to be exact…the year JFK was shot….there was extremely low illegitimate birth rates. In fact they were the same for blacks and whites! There were also no diffrerence in the rates for divorce between blacks and whites . Families were solid all around. 1963 was a very bad year. That seems to be when it all started going downhill . That was also when Johnson started pushing the “Great Society” programs . I suspect there was something “well meaning” about these programs that was disruptive to the family unit! I don’t see anything wrong with stepping up food stamps for the poor and laid off….especially now. And my own daughter had a pre-existing condition that could have cost her, her life at 25 because the gravy sucking pig insurance company she had wouldn’t pay for a 2,000.00 colonoscopy , …. so a year later her work insurance had to put out a s……..load of money for surgery, …chemotherapy… etc. At least 40 thou. It had to show up at stage three., instead of being caught at stage one or two. How smart is that , for a nation’s healthcare system? An ounce of prevention is worth a pound of cure. But I’m grateful she had insurance! Because she would never have qualified for Medicaid……..THAT is reserved for people like the OCTOMOM!!! MY daughter is busy now with a port-a -cath in her chest at work taking care of Octomom ‘s assistance . And paying taxes for the social workers’ wages that take care of people like her. There have been people in all races, in ALL walks of life, in American society (and they know who they are) that have gamed our economic system so horrendously to seize the advantage for so LONG , and have “taken advantage “of other people like my father, my husband, and my daughter for so long that I really REALLY doubt we will not totally collapse as a nation. Rev. Wright was right about chickens coming home to roost . It is IRONIC for example, that citibank depends on people like my daughter to now bail them out…. They had tax shelters out of the country,I heard, so they wouldn’t have to pay some taxes. WELL… “His justice comes …and that right quick!!! Mr.Paulson on Sept.15th looked like he had seen the wrath of God! And I’m sorry but I suspect He is just getting started using THE HOLY FOOT!!! People, Tom may know a lot of “factoids” but he don’t know what I know. Call me crazy…… I am laughing my A off at his arrogance.
